It is, and is it a sweet setup too, runs like stink on track, Spikes
favorite meal is Beef. Bill Hubble had a web shots page with pics of it but
my link doesn't work anymore, hey Bill is that site still around? 

Disclaimer, the engine bay and engine in Spike are proprietary to the CIC of
BBRT and BBRT Inc. Anyone found to violate this will risk being bitten by
one really bad dawg named Spike.

Turbo with 2 Carbs?  Must be another one-off.   Or Mike mistook Jim Beam for
milk in his cereal this morning.   Safeguard?  He's got a cake of 60's
deodorant soap in his engine compartment?

Maybe, in spite of the fat sparks, the Safeguard is bamboozled.  Gas, spark
and compression - it ought to at least fire.  Unless something is telling it
not to.
