pry  upward from the opposite side of the arm (the round part).  You might  
have to wiggle back an forth a time or two.

That special tool that is a help, not only for removal, but for the  saving 
of any good paint around the area. It is a two-piece clamp that  "captures" the 
end of the wiper and gives you a fulcrum to pull it off the  splined hub. It 
is in Auto parts stores. - Seth
