bad ground at the base of the antenna..even if windshield antenna (bad lead  
at glass or body mount screws loose in the sealer they use). also antenna plug 
 loose at back of radio can cause all sorts of strange stuff.
on a vair  loosen the antenna move it a little , then retighten it  ..to make 
a better ground connection to body. i have seen several noisey units  that 
just need the antenna plug pushed back into the radio.
