Too rich? Check carbs first. Make sure there is no liquid gasoline 
dripping down the venturi when the engine is running.

Is it only one, two or three plugs that foul? Or do all six have black 
soot?

The stock points ignition system will develop enough voltage to fire all 
the fuel in a cylinder if the fuel/air mixture is correct. Putting a 
higher power ignition system on to fix any problem for a stock running 
engine is a band-aid fix. Just fix the problem, don't mask it with more 
power. The problem will just get worse and need more band-aids in the 
future.

That said, Pertronix and the like have their place in making the system 
less maintenance dependent.
