Are you telling us that both filaments, lo and hi,  are burning on hi beam?
If so, that is a load that should pop the circuit breaker.  It looks like
someone has wired it so that the lo beams burn continuously and the dimmer
only switches the hi beams on and off leaving the lo beams unaffected.  It
ain't supposed to work that way.

So far five responders have suggested the dimmer switch.  Trouble is, the 
circuit breaker that blew is after the dimmer switch so I'm still up in the 
air on it.  I think I'll have to look for a short in the headlight 
assemblies but I'll replace the dimmer switch as it looks like an original 
one.
No one has yet tried to explain how the high beam circuit lights both the 
high and low lights and the low beam circuit lights only the low beam bulbs.

How is this done since the dimmer switch only energizes one circuit or the 
other?
