<VV> dreaded flex plate bolts

I see no physical clips here, am I missing some parts? Another VV'er suggested that the "two-tiered" nut is like a keeper and sleeve. If this is the case, could there be a slight difference between early and late or FC flex plate makeups?
I had three pictures attached to that last post, I may have failed to mention that. But I took some pics so help out with my dilemma.

So the brazing concept doesn't sound valid anymore....

First of all, the nuts are held on the torque converter with clips; they 
shouldn't fall off.
I think the torque should be 15-20 ft-#
I've never used a torque wrench on these bolts. Just tightened 'um up.
