I think that Harry means that the nuts are "loose" inside the cage.  The 
cage keeps them from turning (or should anyway) when you tighten the bolts. 
Once the bolts are tightened, the nuts should no longer be loose.

Since you are there, why not try new bolts to see if that solves the 
problem?  I suspect (don't know) that they are available from a Vair vendor.
