The bigger issue is bandwidth.  Lots of people viewing lots of pictures
equals lots of bandwidth which isn't nearly as cheap as hard disk space
($200 buys a terabyte of hard disk these days).

Hard drive space is hardly a factor these days, as cheap as it is.  
100GB's of space on a hard drive will store about 40,000 typical 2.5MB  
pictures.
