I'd suspect you have an antifreeze leak into that  side of the engine blowing 
WHITE smoke.  Blue smoke is usually engine oil  burning and black smoke is 
usually too much fuel (too rich a mixture).
    The fact that it takes about 15 minutes of running  for this to occur 
indicates that it takes enough warming up of the engine to  develop pressure in 
the cooling system leading to the leak caused  by that pressure.  Try running 
the car with the radiator cap loosened  so no pressure can build up.  If that 
eliminates (or significantly  diminishes) the smoke then you know it's an 
antifreeze leak under  pressure.
