<VV> 1967 500 Coupe Powerglide problems

I'm new to the world of Corvairs, and this group seems to have a ton of knowledge and information. 



I bought a 1967 95hp 500 coupe / powerglide for my son about a year ago. Test drove it, drove it home over 140 miles, everything seemed OK. Within the first 300 miles after driving it (the car only had 36,100 miles on it), the transmission wouldn't shift out of 1st gear any longer. After it wouldn't start any longer, I let it sit in the garage for about a year. I since fixed the 4 inch piece of broken fuel line ($1.00 duh) and now have reason to get it going again. (My son just got his  learners permit and gets his license this fall)  The car was only driven 120 miles the previous 17 years. 



The car seems to stay in first for about 2 or 3 miles, then it shifts into 2nd. Once it has shifted into 2nd, it shifts fine from that point forward until it sits for a while again. I've talked to a few people, and tried a few things. So far, the problem still exists. 



I've done the following things: 

Replaced all hoses between th e vacuum modulator and the  vacuum sources. 

Replaced the vacuum modulator.  

Installed a different governor.   

Replaced the transmission fluid with fully synthetic fluid. 



I did each thing in a serial fashion to see if any one thing made any difference. The only thing that changed anything was the 

used governor I installed. It changed where the transmission eventually shifted. It now shifts at a much higher speed (and more appropriate) instead of at about 15 mph. Other than that, I have a 1 speed Coupe that gets passed by a ton of cars until it finally shifts into 2nd. 



Other than taking it to a transmission specialist, does anyone have any suggestions? Money is at a premium in my household right now. I'm looking for a low cost solution. I'm in the Sacramento CA area.
