 Nyet, comrade. 

Drum brakes were cheaper to build. Period. When discs came into being, they were new to mass production, and were costly. It took quite some time for this to become a mature technology. Furthermore, the customers were insisting on the better modulation, less of a tendency for lockup, improved fade resistance, etc. It's amazing what used to be "just too costly" in Detroit lingo, is now by and large standard on cars! Four wheel disc brakes, ABS, independent suspension, overhead cam engines, 4 valves per cylinder, variable cam timing, sequential fuel injection, coil on plug ignition, all aluminum engines, significant parts of the bodywork being aluminum (and increasing every year!), and so on. And on entry level cars sometimes!

Probably THE reason to go to discs is  they're easier to modulate than

The reason the factories went to discs was that wheels--within my memory  
span--went from 16" to 15", then 14", then for the compacts, to 13"; brake  
drums, as diameter decreases, lose their stopping ability; discs can be made 
to  work inside smaller wheels without losing their punch.  Isn't it ironic  
that, now that discs have become the standard way to brake a car, that 
wheel  sizes are going back to where they were 50 years or better ago.
