look for a vacuum leak and make sure they are mechanically synchronized.  
(both throttle plates really are closed at same time with linkage hooked  
up).  assuming float adjusted correctly (needle sealing when adjusted ?)  and 
needle seat tight in top cover. do the floats weigh the same?mine all seem  
to weigh in at about 1/2 oz on a little china beam scale made for carb work.i 
 had one sneak up on me with a very small leak recently .
