I think the bucket seat Monza, introduced in May '60, preceded the  
availability of the 4-speed stick.  My understanding is that GM had  only two 
4-speeds installed on '60s and they were for the auto enthusiast  press to test 
drive, not for sale to the general public.  The 4-speed,  therefore, was not 
generally available until model year '61 some time after the  Monza and its 
bucket seats had caught on.
