In all due respect, how is it not a valid comparison?
CORSA is our governing body, they are our elected officials. They can be 
voted out of office, and yes they have duties to pass laws(amend by-laws) 
just like any other governing body.
Let me clarify a comparison. My State, New York, balances its budget by 
assessing additional fees and taxes assuming the revenue will actually be 
there. Recent developments indicate that the revenue anticipated indeed is 
not there, meaning a deficite. The government anticipating the revenue did 
not cut spending, until the well ran dry.

What if the increased revenue from the proposed 100% membership does not 
materialize? And no cuts to spending were planned?
CORSA cannot continue as usual, that's obvious, but in my opinion they 
cannot depend on an imaginary revenue stream that may indeed not exist.

And I suspect, that several chapters may go it alone, and actually cause a 
drop in membership.

Just my opinion.
