A third approach -  with the valve cover off, shoot some  cleaner/lube/etc 
into the hole (Remember - it will squirt out!!!) and get  the hole clean, then 
look to see how deep your new counterbore (grin) is. If you  can see threads at 
the bottom, you should be able to use a longer bolt to get  the last few 
threads. If necessary, you can use a much longer bolt then add  washers on top of 
the spreader plate to get the clamping force you need.  My third approach 
would be to install a piece of threaded rod in the head -  screwed all the way in 
- and use a nut to clamp down the cover at that  point
