As of July 1, 2009, the California DMV will allow registering black & yellow
license plates on your 1963 through 1969 vehicle. You must have two matching
readable plates that are "DMV cleared". That means that they are not
registered to another car. I just registered a pair to my 63 Spyder
yesterday. I took a printout of the vehicle code website to the DMV (see
below). The clerk was unaware of the new Vehicle Code and did not know how
to do it. She took some time to research the procedure. She said that if I
had not brought in the printout, she would not have done anything.

I recommend that you fill out the forms before you go in. On the "statement
of facts" form, she had me write the following on the second page, section G
and sign the bottom, section H:

"I hereby understand that I must wait for authorization from Sacramento
before I utilize the "YOM" black & Yellow license plates on my vehicle. 
Current License Plate: XXXXXXX
Black & Yellow License Plate: XXXXXX"

No other entries were required on that form other than sections G and H

My "white, red & blue" plates were taken and I was issued a red sticker for
my window for two months until I received the license plate stickers from
Sacramento. I am running my black & yellow plates without any stickers with
the temporary window sticker.

If anybody is interested, I will write how I restored my plates myself.
