.......I;ve had ones where one bolt was missing too--usually stripped  
threads and even more rare is too much paint.  Years back one Corvair  supplier 
sold me a rebuilt starter that didn't work at all until I cleaned off  paint 
at the lugs where the two mounting bolts are.  A wire brush cleaned  up the 
area and the "defective" starter worked well for years.
