<VV> Frank Winchell Scholarship rules

Where can I get the rules for the Frank Winchell scholarship? My recollection is that only students in the 1st 4 years of Undergraduate school qualify, cut I can't find the rules anywhere. My daughter (and Corvair driver) is looking for help for grad school.
