Not even moved -- they have to be registered to be "on" public property, 
even just parked.  One would never admit to CA DMV that the old car you 
just bought was stored anywhere other than on private property (which, 
of course, it was), and if it was ever even moved, it was trailered, not 
tow-barred, not pushed.
