The Marine Corps League has a method of dues collecting that is unique and adresses the concerns you raise.  Only posting to the list in the hope that someone in a position to use the information might find it useful. 

  There are nearly 1350 detachments worldwide. 

New members are charged 23.50 to National, 4.00 to State.  The Local detachment decides on its own how much more to add to that 27.50 to charge each member.   My det charges 35.00 for a new member.  In this way the National Office issues a member number for each member, and knows how many members each detachment has.  The difference the local detachment just keeps for itself and sends the rest up the chain. 

Annual Renewals are charged 18.50 to National, 4.00 to state.  Again, the local detachment decides how much to add to that for their own kitty.  Whatever the local detachment decides, it is reported with the annual report of officer installation.  My detachment now charges 30.00 for an annual renewal. 

The National office sends out dues notices, payable to the LOCAL detachment, with the local Paymaster's address on the return envelope. 

The Local Paymaster completes the Membership transmittal forms and submits them to the National Office via the State Paymaster.  This is being worked on so it can all be done electronically. 

Life memberships are determined by your age.  Once per year each local detachment sends in a Life Membership Audit to the National Office, and recieves a stipend in lieu of annual dues back to the local detachment, as life members funds are put into an interest bearing account. 

Seems to be a good method, though not the only one.  End of the day, the National gets their money from every member in each of the detachments, the State Departments get theirs, and the local detachment just KEEPS theirs. 

This is accepted as the best way to make sure each entity gets the funds it is supposed to.
