Chuck - The Pressure retard is hooked directly to the right side manifold.  
If the diaphragm inside is broken or cracked somehow, boost in the engine 
would  send air and fuel into the unit, as it tries to escape to the 
atmosphere instead  of heading into the combustion chamber. 
 
You should be able to test it - after removal, not really hard to do, by  
applying some air to the nipple and see if the lever pushes out.  If you  are 
able to do that with an air source and keep air inside, like by shutting 
off  a valve, the lever should stay extended. If it retracts with the air at a 
 fixed pressure, the diaphragm is leaking and the unit should be replaced. 
You  might be able to do this on the car, space is tight in that area.
