  James--I towed once with the rear wheels up and tied the steering wheel tightly.  It still had a tendency to weave.  50mph was about the fastest I could safely go.  I did it that way because it was an automatic.  I later pulled a stick shift car with the front up and no problem whatsoever.  Ken
