I guess you are refering to the pot joint. It's put together without any
tape, so what you have is somebody's jerry-rigging.

BTW, I can understand the past owner wanting to keep the tele column. It's
an extremely rare piece of equipment. Only 299 were made for '69, and a
total of only 797 for all of '67-9 model years. Plus the Corvette vultures
are always canabalizing OUR Corvair tele column cars for modification to
fit in their megabuckmobiles.
