Here in IL, the land of corruption, vehicles are not inspected.  If you have a valid title from another state and a bill of sale, you can get an IL title and plates.

Just a friendly reminder.  Almost every state has a re-title rule now for 
cars purchased out of state.  NC passed theirs last year.

If you purchase a car from another state, it must be inspected before being 
titled that the secret VIN matches the title you have.  The days of 
replacing a VIN tag and a title from a junked vair are OVER.  Unless of 
course, the car didn't come from out of state and you NEVER sell it to 
someone out of state.  But they'll find a way around that too eventually.

So more Caveat Emptor for those buying Vairs on eBay or from someone out of 
state.  If that secret VIN don't match the title you have, NO NEW TITLE and 
the car is useless, you can't register it.

Having worked as a "Contractor" for the DMV of VA (deputy sheriffs go out 
and remove license plates from cars for them, often with metal shears to 
keep from getting shot doing it)  I can only imagine the magnitude of the 
"Grief" Smitty went through.
