<VV> LM gas guage

'69 gas guage goes to way past full (3 o'clock position).
The guage some times swings slowly back to normal full (The tank is full) . Has 
someone had this problem? How to check/solve?
I assume there are two extreme situations:
A. Either there is no power coming through the wiring to the  guage.
B. Or there is a short on the wiring,  delivering all power to the guage. MIKE
