Okay, I'll admit my ignorance. What is an IPC?

'69 gas guage goes to way past full (3 o'clock position).
The guage some times swings slowly back to normal full (The tank is full) .
Has 
someone had this problem? How to check/solve?
I assume there are two extreme situations:
A. Either there is no power coming through the wiring to the  guage.
B. Or there is a short on the wiring,  delivering all power to the
guage. MIKE
