1.  It makes perfect sense to me ... Proportioning valves are only needed when disc brakes and drum brakes are used in conjunction with each other.  [even though I do use them on the race cars to adjust the brakes to the track]Properly adjusted brakes will still have brakes at one end of the car when the other side of the system fails but the pedal will be high and very hard.  The only real trick to the system is getting that valve / switch back to center once it has performed its function.   
 
2.  Yup, I would like to hear the story.

mid 60's chevy truck pulling a horse trailer with a horse, operating brakes
on three wheels and coffee for brake fluid.....
