Blow-by is crankcase gasses escaping someplace - usually (always?) do to
excessive pressure in the crankcase - usually (not always) do to worn (out")
rings and/or cylinders which let excessive combustion gasses get past and
into the crankcase. It is an indication that the engine is getting "tired"
and will need some serious attention in the near future.

I live in Reedsburg wi. I have been in touch with Mr. Ringlesetter(?). He
has been a great help. I am not sure what blow by is or what causes it. Does
it hurt the engine? I'd hate to change the cap and then mess something up. I
do not know how to post a picture here. I do have some pics on the Corvair
Center forum. I am not just dumb with Corvais I dont know anything about
computers either.
