<VV> Parking Brake Cable - flat rate on a parking brake ?

I have no idea what the flat rate is for a park brake, but when a mechanic 
stripped a steel stud in an aluminum water pump on my Audi, which I trusted 
to a mechanic who should know how NOT to strip it, he charged me an extra 
hour to fix his mistake, which is the only reason I broke it to a mechanic 
in the first place, because I didn't want to take the chance of stripping it 
!

So if I had brought this to a mechanic he would charge me the flat rate if 
it took less, and charge extra if he took longer.

Please, all you mechanics whose buttons I just pushed, please only rant and 
rave if you are of that incompetent or avaricious ilk.
