When drilling out broken studs / bolts it is a good idea to use left hand drills.  The bit often catches on the work and unscrews the broken fastener.  

Down side is one must remember to put the drill motor in reverse :-)

punched it, used 4 drills to get the old screw out, tapped the hole (1/4-20) and 
the new screw just&#65533;screws in like nothing happened.

Luck was getting the punch in the center and having JUST enough room to get the 
drill and bits into position. Tomorrow I'll replace the assy. Thanks for the 
assistance.
