Here in NJ "swapping" plates will get you a ticket from the boys in blue. 

I know I did it in the old gas shortage days, when you could only buy gas on odd or even days based on license plate number, but you do what you have to in order to get to work.

I wonder if the vins were also taped over (including the "hidden" vins). Liscence plates can legally be swapped from 1 vehicle to another in some states. And I notice some cars equipped with OBD2 have a device hooked up so insurance companies can "see" peoples driving habits. Remember folks, big brother is watching.
