The disk should connect the 12V connected to the battery cable, to the
starter motor and the terminal which goes to the coil.  I think it is
labeled "I"  The terminal which goes to the coil is how the resistor wire
gets bypassed and the coil gets full battery voltage while starting.

Alrighty, figured it out.

The problem was a defect in the new solenoid assembly.  We took the cover
off the end and saw it clear as day, the disc inside was touching not only
the 12v contact and the contact to the starter, but also the "switch"
wire... feeding current back into the coil and preventing it from
deactivating until current was cut off to the 12v input (disconnecting the
battery).
