I had a 140/4 that also would not get full open throttle. I adjusted the linkage 
several times and checked all the pieces parts and still could not find the 
problem. Everything looked OK when I did it by hand back at the carbs I could 
get full throttle but not by the gas pedal. I then discovered that the gas pedal 
was loose on the pivot shaft. It would open the throttle until it hit the 
secondary carbs and then the increased load would cause the pedal to rotate on 
the shaft with no additional throttle linkage movement. I took off the pedal and 
all the little splines had worn off. I got a new pedal from Clarks and that 
fixed the problem.
