<VV> Engine Cleanup

Mine is not a cleanup issue, per se, but rather, a frozen engine issue. I remember reading on a VV thread a while back about someone's procedure for freeing up a frozen engine. The one I'm concerned with is an 84 PG out of the '63 coupe I bought as a parts car. (Engine ID:TI206ZH) I've removed it from the body and cleaned off much of the accumulation of grease and road dirt, a considerable amount of what appears to be red GA clay, several layers down from the top surface. From the amount and condition of the coating, I'm guessing the engine has never been tampered with since it was first installed. But it refuses to turn over. A wrench on the fan pulley bolt, it does not have the harmonic balancer, has no effect whatsoever. After much work, I've got the spark plugs out without breaking them. So, my question is this, what do I pour into the cylinders and in what order to try to free it up enough to even make it budge? Or do I leave well enough alone and
 offer it as a frozen engine for anyone who wants to rebuild it?
