i reworked that picture a little , and can not see the top of the shaft  
good enough to be sure about the telescoping mech, it could just be a 64 wood  
wheel?   too bad the horn button is missing.

i have most of one of those columns in VERY rough shape and incomplete , so 
 i plan on using the wheel in one of my cars.
