Smitty Says;   I have been pulling just the top of carbs in most instances for years.  All depends on the circumstances.  Working on a float valve problem.  Changing accel pump cups etc.  In the case of an engine that suddenly stops running on one side.  (stopped up main jet).  If you pull the whole carb you will likely relocate the object and can not be sure of the diagnosis.  Leaving the bottom half of the carb there and the obstruction will still be right there.  So there are advantages to doing it that way.  Just use your head and don't condem it outright.
