<VV> radio noise suppressor question

I just purchased a new radio noise suppressor for the voltage regulator on  
my 63 Spyder (w/gen.) and tried a resistance check out of curiosity from 
the  lead in wire to the outside metal shell.  There was continuity.   
Wouldn't that act as a drain on the battery if connected to the Bat. terminal on  
the regulator as I understand the manual?  Is this normal or do I have a  
shorted capacitor?    Thanks!   Mark Francis  63  Spyder, Powhatan, Va.
