All 1960 Corvairs came with 13 inch wheels … as did all Corvair passenger cars 1960 through 1969.

BUT every 13 inch Corvair is not the same.  

It has already been noted that the EM Corvairs have a 4 bolt pattern and all LMs have a 5 bolt pattern.

But there are subtle differences in EM wheels that, while they all bolt up to a 60 model, they do not all except every hub cap / wheel cover.  Proper wheels for a 60 use deep dish center caps and the upgrade is a trim ring [with little 'bow ties' all around] These wheels will also support the 60 Monza full wheel cover.  They do not do well with 62 through 64 full wheel covers.

1961 model year wheels must be used on 1961 cars in order to use the 61 year model full wheel cover.  These wheel covers do not work well on any other year wheel.  

Starting with the 1962 model year all the EM full sized wheel covers pretty much interchange.
