If you're talking the head studs (the ones going in the block), Locktite
isn't going to work. A thread repair insert into the block is needed. 
Nothing to do with lifters...

So, after about two weeks of waiting, the mechanic called this morning to
confirm if we'd replaced the hydraulic lifters when we did the rebuild, and
we didn't. He's been playing with it off and on, with the following results:
the double nuts kept that part of the stud from "walking," but they were
still "walking" out of the block. He removed them, reinserted with
'locktite,' and tried again. It would run just fine, but next day, they were
loose again, just like they appeared to be doing for me. He'd tighten them,
but then the valves would stick. So his evaluation is that the lifters
aren't staying pumped up and need to be replaced.
