James, that does NOT make sense. If you have a 0.4 (FOUR TENTHS) ohm
resistance between the positive battery terminal and the clamp that goes around
it, then trying to "pull" 100 amps from the battery through that
connection to work the starter will cause a FORTY volt drop ( E = I x R or voltage
drop = current flow x resistance). Even a 0.04 ohm resistance would cause a
FOUR volt drop leaving only 8 volts to work the starter.
It's very difficult to DIRECTLY measure these very low resistances. It's
generally better to measure the voltage drop across the connection when a
high current (like running the starter) flows through the connection. Or,
even better, measure the voltage ON the starter terminal to check out the
resistance of the entire circuit going to the starter.
If you're NOT having starting problems, then get a new voltage regulator.

Did you check differences from top of the battery posts to the cable
clamp. Corrosion at the inside surface of the clamp is a common
problem. If the readings aren't the same then clean the posts and
clamps.
