Had the same problem years ago. Weird as it looks but, the problem was the grounding between the starter nose plate and the diff. plate where the starter bolts on. Cleaning and/or sanding this areas solved the problem. Remember that, as more current (180 Amp. draw at starting) is flowing, a larger (and clean) area is needed for a good ground.
Apart from this, I would recommend to install a relay between the ignition switch (SOL terminal) and solenoid so, to have a better electrical flow to engage the solenoid and, BTW, make your ignition switch last for a longer time.
