Well, Clark brings up a good point. Torque values are calculated depending on whether you turn the head of the fastener or a nut on the fastener. Assuming the material is the same for a given fastener, you have different torgque values to achieve the proper fastener "stretch" for clamping. Critical in the design of joints and assembled components.

 have always called them screws if they go in a blind hole with no nut.
f they go thru and have a nut on the other end they are bolts.
