Most gasket kits come with two oil pump gaskets.  A thick one and a thin
one. Did you plastigauge the oil pump and use the correct gasket?

My recently rebuilt 95HP engine is only registering 5 psi oil pressure at
500 rpm after a highway run. My first attempt at fixing this issue will be
replacing the regulator spring. Do I have to drain the oil to do this or is
the spring's level above the normal oil level?
