This isn't exactly true. 
 
In 1996, with release of the SJ rating, the max amount of  Phosphorus 
allowed was 1000 ppm
 
In 2001 with the release of the SL rating, the max amount of Phos  remained 
at 1000 ppm
 
In 2005 with the release of SM rating the max Phos was dropped to  800 ppm 
where it has remained up to the present day with the SN rating  included.
 
Additionally, please note that NEITHER the amount of ZDDP nor Zinc  is 
specified for any of these oils. Only the amount of Phos is specified. It is  
just that ZDDP is used to achieve the amount of Phos needed.
