I found that Borax also works instead of "portland" cement, and it comes in small boves.

Subject: <VV> Time for the annual Fall mouse poison recipe questions

If I recall correctly, the recipe for mouse poison is 1 part Portland cement to
1 part flour and/or corn meal. My question: Does it have to be Portland
cement? Home Depot only has it in 94 lb. bags and I'll never use that much the
rest of my life not to mention that my life will be cut short if I try to lift
that.
