Well, its miles are low (44K) and the magazine staffers (or mechanics they farmed out the work to) upgraded the car with disc brakes and "sorted out" everything, so mechanically it might be better than new.  Essays on their projects are here:

Still, $29,300 is a lot for it -- unless Corvair prices are suddenly spiking as collectors realize the total wonderfulness of our cars. :-)

Someone had too much money!  I'll bet the seller is excited.  Of course it seems that those super high prices on ebay often fall through.
