GM has many ways and reasons to implement changes … If they discover something really bad [very rare] they might even interrupt production!  Frequently, changes are made during production.  [Sometimesknown as a running production running change.] Most of these are aimed at cost savings.  In these cases they will run existing stock until it is depleted before they start installing the 'new' part.  Changes like this are frequently initiated by assembly line workers.  They see a cost savings idea and write a suggestion.  If used, and lots of these ideas are used, the worker receives extra pay.  

If you can establish that all 65s before your car had the sleeve, then that part could have been a 'carry over' part that got phased out.  Most delight in looking for the LAST vehicle to have the earlier part to establish the date of the change.  If it is the only one then the odds are somewhere, post production, that part had been changed.  

And … there is a whole 'nuther world of vehicles that can be made up of a variety of parts … Pilot vehicles.  These are PRE-production vehicles that can have interchanged parts all over the place.  Most Pilot vehicles are destroyed but some of the last ones can make it to SSV [Start of Saleable Vehicles] status.  Because they are built BEFORE regular production starts, they can have a myriad of previous model year parts.  Their I.D. tags are marked as such.
