  Forget the Fan....  attach the clutch bearing to the pulley.... turned upside down...  weld a short tube into the pulley . press in the bearing!      then the bearing's  inner hole... press a tube with a flange to bolt to the Fan / fan bearing...
this way the bearing only works when it  overruns!
