They would probably fail, melting, due to the heat coming off the exhaust 
manifolds.

The articles stated that fans could not overcome the back pressure, the 
force of the fan reflected off the engine surface and back up. My question 
would small fans (3 to 4 inch computer type fans) fitted in rectangular 
frames added inside the bottom shrouds near the shroud's exhaust doors 
(aimed out), create a vacuum and aid drawing more air from the top fan 
through/around the engine.

No, what you need is a blower which is what they originally have. A fan 
doesn't provide near enough pressure to get enough air through the engine.
