 Actually, it is the fan. 20% efficiency sucks the big one. All air cooled engines have substantial resistance to air flow, and in fact, you want that, as turbulent flow (which is inherently more 'draggy' than laminar flow) is much better at heat transfer. Sure, more open area is a good idea, but that's not where the really big wins are going to come from. It'll come from a high efficiency design that generates much higher static pressure than the stocker. No reason why a blower, at these pressures, can't exceed 70% efficiency where it really counts.

Problem is that it isn't the fan that's sucking the hp but the high 
resistance of the engine cooling passages.  If you want some results, 
redesign your engine for larger cooling passages and more fins.
